SUMMARY:

Deschutes County is now accepting applications for our 2017 Law Clerk, this is a summer intern position working in the Deschutes County District Attorney's Office. Under the direction of the Chief Deputy District Attorneys, the Summer Law Clerk will assist with all aspects of prosecution, with a focus on misdemeanor prosecution. The Law Clerk will be mentored by the Deputy District Attorney on a case-by-case basis and is expected to appear in court, learn the prosecution philosophy of the office, and have hands-on experience with motions, trials, and investigations.

COMPENSATION:

$15.00 per hour for a 40-hour work week. Temporary position, shall not exceed 3 1/2 months. There are no County benefits available with this position. Position available mid-May, 2017.
 

MINIMUM QUALIFICATIONS:

Must have completed two years of law school and been admitted to practice law by the Oregon Supreme Court pursuant to the Student Appearance Rule. This certification must be obtained prior to being assigned criminal cases for court appearance purposes. 

Must have knowledge of the following: 
  • Oregon criminal law and procedure, having successfully passed evidence and criminal law classes at law school.
  • Oregon State Bar ethical rules.
Must have ability to:
  • Communicate effectively both orally and in writing.
  • Accept directions and follow policies and procedures.
Distinguishing Characteristics:

A writing sample may be submitted and should be related to criminal law or procedure. Please attach your sample to the Attachments section of your application profile. Failure to submit a writing sample will not disqualify the applicant.
 

NECESSARY SPECIAL REQUIREMENTS:

DESCHUTESSAFE EXTERNSHIP OPPORTUNITY- DISTRICT ATTORNEY"S OFFICE

Program Background:

DeschutesSafe is a community-based initiative led by the District Attorney's Office and involving representatives from nearly 30 public and private entities. This interdisciplinary group is using data to objectively look at crime within Deschutes County in order to reduce recidivism. The goals of DeschutesSafe include: 1) creating an improved understanding of our county's crime issues; 2) developing a comprehensive analysis of our current crime prevention programs and their true impact on our crime issues; 3) using an evidence-based approach to allocating community resources to reduce crime; and ) enhancing communication and coordination of resources between all the organizations and programs handling crime related issues.

Job Description:

The DeschutesSafe Student Extern will work in the Deschutes County District Attorney's Office under the direction of the DeschutesSafe Management Analyst. The Extern will assist in all aspects of the District Attorney's community safety program and will gain real world experience with statistical analysis and assist in presenting findings to community groups. The DeschutesSafe Extern may also be assigned special projects and perform other duties as required.

 Compensation:

The DeschutesSafe Externship opportunity is a temporary extern/volunteer position. There are no County benefits available with this position. Please see HR - 11, Statement of Policy below for a definition of volunteers at Deschutes County.
 

 Minimum Qualifications:

Must be a student working on a degree in statistics, economics, sociology, or psychology, and have experience or an interest in criminal justice, law, public administration, social work or public policy. The student must also have a strong interest in data analytics, and experience using statistical analysis software.

Preference will be given to graduate students; however undergraduates entering their third or fourth year may apply.

Academic credit is available for students who are eligible through their university programs.

Must have knowledge of/experience with:

  • Statistical application(s) (i.e. STATA [preferred], SPSS, SAS, advanced statistical applications within MS Excel)
  • Computational methods and techniques in statistical analysis and be able to effectively apply those techniques to summarize and analyze data; generate listings, summary tables, and graphical representations of data for statistical analysis reports
  • Interpreting the statistical inferences of results from study reports.
  • Develop and produce statistical analysis reports and records
  • Creating presentations, and data visualization displays/tools
Must have a demonstrated ability to:
  • Think analytically and be detail oriented
  • Document logic and process, and summarize findings of data analysis
  • Communicate effectively both orally and in writing.
  • Accept directions and follow policies and procedures.
  • Meet deadlines
  • Establish and maintain effective working relationships with other employees, departments, and agencies at all times.

HR - 11 (Volunteer) Statement of Policy

It is the policy of Deschutes County to ensure that consistent policies and procedures support participation and community involvement through volunteer service to Deschutes County.

The Volunteer Policy is not a job description or an employment classification.

APPLICABILITY

This policy applies to all Deschutes County departments that utilize volunteers in any capacity.

POLICY AND PROCEDURES
In General:

Volunteer Definition: A volunteer is any person, approved by Human Resources who donates approved service to Deschutes County without pay or other remuneration other than reimbursement of approved incidental expenses for those services rendered. Volunteers include: 

  • Persons who are in non-paid job experience or on-the-job training programs.
  • Non-paid practicum students and interns.
  • County employees who are approved for volunteer service.

Who is Not a Volunteer:

  • Work-release inmates.
  • Community service workers.
  • Anyone who is not approved by Human Resources for volunteer service.
  • Individuals under the age of 18 are not eligible for County volunteer service unless the volunteer application is signed and approved by a parent or guardian.

Externship Opportunity

Job Description:

Preference will be given to third year students; however first and second year law students may apply.

Student must be eligible through their law school to receive academic credit for this externship.
